﴿ ترجمة: وأخرى لم تقدروا عليها قد أحاط الله بها وكان الله على كل ﴾

And other (victories and much booty there are, He promises you) which are not yet within your power, indeed Allah compasses them, And Allah is Ever Able to do all things.

English - Sahih International

And [He promises] other [victories] that you were [so far] unable to [realize] which Allah has already encompassed. And ever is Allah, over all things, competent.

Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

(48:21) He also promises you other spoils which you have not yet taken, but Allah has encompassed them. *40 Allah has power over everything.

Tafheem-ul-Quran by Syed Abu-al-A'la Maududi

*40) Most probably this is a reference to the Conquest of Makkah. The same is the opinion of Qatadah and Ibn Jarir. It seems to mean this: "Though Makkah has not yet fallen to you, Allah has encircled it, and as a result of this victory at Hudaibiyah, it will also fall to you. "
